Jazāk Allāh Khayr/ Thank you for contacting Mathabah Insitute.
During iḥrām (the sacred state of pilgrimage) men are required to keep their ankles exposed. If for some reason or the other, the ankle is covered, such as with a bandage or ankle strap due to an injury or pain, the pilgrim is required to pay a penalty in charity. If the ankle was covered for an entire day, then he is to arrange for a damm (animal to be slaughtered and its meat distributed to the poor). However, if he covered the ankle for less than a day, then he is to give charity 1.75 kilograms of wheat or its value in cash to the poor. – (See: Irshād Al-Sārīy Ilā Manāsik Al-Qārīy, Page 438, Al-Maktabah Al-Imdādiyyah)
For a woman, it is permissible for her to cover her ankles during the iḥrām therefore there is no objection in her wearing an ankle strap or bandage during the sacred iḥrām state of pilgrimage.
