Question:
Performing a Qur’ān khatam (completion) for a newborn premature baby. I do not think it is a family tradition or cultural practice (not a rasm/ riwāj). I assume the intention is to attract barakah and mercy of Allāh. Any issues with this?

Reciting Qur’ān is a means of nearness to the Almighty. It draws the mercy of Allāh and brings blessings from Him. That being said, if one recites the Qur’ān in the wake of a difficulty to seek relief and help of the Almighty by supplicating to Him, a portion of the Qur’ān or a complete recitation of the entire Qur’ān, it is praiseworthy and a positive deed.
“O you who have believed, fear Allāh and seek the means [of nearness] to Him and strive in His cause that you may succeed.” – (Qur’ān 5:35)
“We send down of the Qur’ān that which is healing and mercy for the believers.” – (Qur’ān 17:82)
“The devil runs away from the house in which sūrah Baqarah is recited.” – (Ṣaḥīḥ Muslim 780)
The Prophet (peace and blessings be upon him) said, “Allāh makes the Qur’ān the spring of the heart, the means of clearing away grief and sadness. Allāh replaces the grief with joy.” – (Musnad Aḥmad 3712)

يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَابْتَغُوا إِلَيْهِ الْوَسِيلَةَ وَجَاهِدُوا فِي سَبِيلِهِ لَعَلَّكُمْ تُفْلِحُونَ – سورة المائدة ٣٥
وَنُنَزِّلُ مِنَ الْقُرْآنِ مَا هُوَ شِفَاءٌ وَرَحْمَةٌ لِّلْمُؤْمِنِينَ – سورة الإسراء ٨٢
إِنَّ الشَّيْطَانَ يَنْفِرُ مِنَ الْبَيْتِ الَّذِي تُقْرَأُ فِيهِ سُورَةُ الْبَقَرَةِ – رواه مسلم ٧٨٠
أنْ تجعَلَ القُرآنَ ربيعَ قلبي ونورَ بصَري وجِلاءَ حُزْني وذَهابَ همِّي إلَّا أذهَب اللهُ همَّه وأبدَله مكانَ حُزْنِه فرَحًا – رواه أحمد ٣٧١٢
