Sacrificial meat should be divided in 3 parts. One for ourselves, 2nd for relatives and 3rd for charity. Can we give meat from sacrifice to non Muslims especially from the charity portion?

Yes, it is permissible, in fact encouraged to give meats from ritual slaughtered animals at the occasion of ʿEīd al-Aḍḥā, to non Muslims (to establish close ties), from any portion of the Uḍḥiyyah. (See Mukhtaṣar al –Qurdūrī, Al-Mugnīy).
ʿAbd Allāh bin ʿAmr (may God be pleased with him) gave meat from his ritual slaughter, to his Jewish neighbour. (See: Tirmidhī)
