Question:
Does reading Sūrah Al-Fātiḥah again fulfill the wujūb (obligation) of dhamm al-sūrah (reciting a Qur’ānic passage)?
Answer:

The correct prophetic method is to recite another passage of the Qur’ān after Sūrah Al-Fātiḥah.
Repeating Sūrah Al-Fātiḥah instead of another sūrah will be considered makrūh (islamicaly disliked). However, the prayer will be valid. – (See: Rad-Al-Muḥtār, Page 149, Volume 2[1], Dār Al-Ālam Al-Kutub, Badā’i Al-Sanā’i, Page 524, Volume 1, Dār Al-Kutub, Al-‘Ilmiyyah[2])
The Prophet Muḥammad (peace and blessings be upon him) said, “One is not credited with having observed the prayer without the recitation.” – (Ṣaḥīḥ Muslim 396)[3]
“So recite what is easy [for you] of the Qur’ān.” – (Qur’ān 73:20)[4]

[2] الْمَفْرُوضُ هُوَ أَصْلُ الْقِرَاءَةِ عِنْدَنَا مِنْ غَيْرِ تَعْيِينٍ، فَأَمَّا قِرَاءَةُ الْفَاتِحَةِ وَالسُّورَةِ عَيْنًا فِي الْأُولَيَيْنِ فَلَيْسَتْ بِفَرِيضَةٍ وَلَكِنَّهَا وَاجِبَةٌ عَلَى مَا يُذْكَرُ فِي بَيَانِ وَاجِبَاتِ الصَّلَاةِ – بدايع الصنايع ج١/ص٥٢٤
